Professor Rabindra Kumar Samal was born on 29 th September 1954 in Bhadrak, Orissa. He did his MD (PSM) and DNB from the prestigious All India Institute of Medical Sciences (AIIMS), New Delhi in 1985. He started his career as Research Officer at the Desert Medicine Research Centre, Indian Council of Medical Research (ICMR) in July 1985 at a Medical College at Jodhpur. He worked on the project: Research into the health problems of people in the arid region. He had approximately 33 years of experience in medical profession after completion of MBBS. This included general medical practice of around 10 years besides around 15 years in the field of teaching/training/research in the field of Public Health and Preventive and Social Medicine. Chronologically he worked as Jr Resident of the Centre for Community Medicine at AIIMS, New Delhi; as a Research Officer of the Desert Medicine Research Center, Jodhpur, (under ICMR); Asst Medical Officer of Indian Ordnance Factories, Officer-in-charge (Head of a Central Health Training Institute) of Rural Health Training Centre, Najafgarh; Reader in PSM of Krishna Institute of Medical Sciences, Karad, (Maharashtra); Associate Professor at Goa Medical College, Sikkim Manipal Institute of Medical Sciences, Gangtok; Professor at Amrita Institute of Medical Sciences, Kochi; Professor and Head at Kannur Medical College, Kannur (Kerala); and KS Hegde Medical Academy, (KSHEMA), Mangalore. At the time of his sad demise he was working at Punjab Institute of Medical Sciences, Garha Road, Jalandhar (Punjab) as Professor and HOD.

He was consulted by the Government of India, Medical Council of India, on matters pertaining to the policy matters on National Health Scenario, specifically concerning health training, health manpower, and medical education. He had done social work for environment protection through Green Peace Foundation and Krishna Murthy Foundation. He was a reviewer for Indian Journal of Community Medicine, many journals of public health repute, life member of the Indian Association of Preventive and Social Medicine, life member of Indian Public Health Association, and honorary member of International Union against TB. He had successfully undertaken community-based studies/research projects on various issue of public health importance and had many papers to his credit including two abstracted in recognized international journals. He has attended many World Health Organization (WHO) sponsored conferences/workshops as a resource person. He was a recognized MBBS examiner for various Indian universities including Shivaji University, Goa University, Sikkim Manipal University, Rajiv Gandhi University of Health Sciences, and Manipal University. He was also a recognized MD and PhD guide. He had an ambition to make the standard of medical education equal to the standard of what has been practiced in institutes like AIIMS, New Delhi. He is survived by his wife Dr. Indira Samal and two sons. His elder son is pursuing postgraduation in Biotechnology in Europe through scholarship, the only person from India this year to get such an honorable scholarship.
